People mucking with their laptops damage them more often than improving them. The CPU will do it on its own if it needs to. If you have your battery setting on power saver it will never use it. If you have it on balanced it will do it when it needs to. If you have it on high performance it will always do it. Also, depending on the laptop, it may only be able to do it while plugged in. It is supposed to be automatic. Software might be preventing it while it isn't plugged in, since turbo mode uses much more power.

The only way I'm aware of that you can tell what's happening there would be to install one of the many apps out there for Windows that give you a little floating window with a gauge in it showing processor clock speed for each core in real time.
Some also show memory usage and processor temperature and other stats. I don't use one, but maybe some of the other members can recommend their favorites. There are definitely apps for the regular Windows desktop that will do what you are looking for though. Hope that's some help. If you want to watch, just go in to the task manager and look under performance. It'll provide the processor clock speed.
